Taylor to Serve on SC Association of Counties Board of Directors

Colleton County Council Vice Chairman Phillip M. Taylor Sr. was re-elected to the South Carolina Association of Counties (SCAC) Board of Directors for a four-year term.

Taylor previously served on the board, which is made of county government officials from throughout South Carolina, for a term beginning in 2021.

“I look forward to working with county council members from across our state to improve government and serve our citizens,” Taylor said. “Our Association’s mission is to advocate on behalf of and showcase the statewide strength of all 46 counties. My involvement on this board not only benefits Colleton County as I learn from and exchange ideas with colleagues, but it also helps our state as I get a chance to spotlight outstanding efforts of our local community.”

SCAC is a statewide organization that provides resources, training, education and guidance for administrators, staff, and elected officials in all of South Carolina’s 46 counties. The Board of Directors represents the state’s urban and rural counties and helps lead the association to ensure programs and services meet the diverse needs of all counties.

Taylor is a graduate of the SCAC Institute of Government for County Officials and has served on the Association’s Revenue, Finance and Economic Development Steering Committee and the Legislative Committee.

SCAC officers elected for 2023-24 were Pickens County Council Vice Chairman Roy Costner III for President, Allendale County Council Vice Chairman William E. Robinson for First Vice President, Chesterfield County Council Vice Chairwoman Mary D. Anderson for Second Vice President, Dorchester County Council Vice Chairman C. David Chinnis for Third Vice President, Sumter County Council Member Charles T. Edens for Secretary, and Charleston County Clerk of Court Julie J. Armstrong for Treasurer.

In addition to Taylor, the following members of the Board of Directors were elected to a four-year term: Clarendon County Council Chairman Dwight L. Stewart Jr., Dillon County Administrator Tim Harper, Horry County Council Member Cam Crawford, and Laurens County Council Chairman Brown Patterson.

SCAC is a nonprofit and nonpartisan organization dedicated to improving county government in South Carolina. Chartered in 1967, it is governed by a Board of Directors composed of county officials from across the state and works to empower its members through advocacy, education and collaboration.
