On 14 June, the Veterans of Foreign Wars honored their Past Post Commander Bill Proctor and presented him with a Certificate of Appreciation and a Citation. The Citation read:

In recognition and appreciation of all that he has done for this post and veterans in Walterboro and Colleton County, Past Post Commander William (Bill) H. Proctor, is presented with this Certificate of Appreciation.

Bill was instrumental in organizing and founding Colleton County VFW Post 12102.He served as the Commander from its formation in 2011 till June of 2017.

Bill served as the Senior Council member from the VFW on the Colleton County Veterans Council. He was instrumental in organizing, planning, and executing the annual Memorial Day Services and the Veterans Day Parade.

Bill continued to service the Comrades of Post 12102 as the Veterans Service Officer (VSO) from June 2017 to June 2023. He provided the Comrades with updated information about the VA Hospitals and programs and services offered by the Department of Veterans Affairs.

Bill then stepped up again in June 2020 and became Junior Vice Commander and held this position for one year before becoming the Senior Vice Commander which he held from June 2021 to June 2023.

Bill’s undying dedication and willingness to donate his time made the Colleton County VFW a presence at the Rice Festival for almost a decade, and established annual events such as the Post Picnic, Christmas Party, annual membership/Buddy Poppy Drives at ACE Hardware at both Memorial Day Weekend and Veterans Day Weekend.

Bill’s generosity is evident when you see the American and Service Flags he has donated to the post. It is further seen by the items such as the P-38 can openers and document frames that were passed out to the members of the public at such events as the Vietnam Veterans Day Picnics.

William (Bill) H. Proctor’s actions as Post Commander and later as a Past Post Commander reflect great credit to himself, his family, the community, and this Post. Thank you, Bill, for everything you have done for this post and the veterans of Colleton County.
