Colleton County Sheriff's Office Terminates Second Deputy Following Flock Camera Misuse

COLLETON COUNTY SHERIFF'S DEPARTMENT - On August 31, 2026, the Colleton County Sheriff’s Office terminated Lieutenant Kevin Smalls after completing an internal audit that began in early August. The Sheriff’s Office Office of Professional Responsibility discovered that the Flock camera system had been misused for non-law-enforcement purposes. 

The audit revealed that the former lieutenant had conducted 62 unauthorized searches using the Flock system for personal reasons over a six-month period. These searches included inquiries involving vehicles registered to the lieutenant’s spouse and other acquaintances. 

Sheriff Hill has contacted the South Carolina Law Enforcement Division (SLED) to request an investigation into potential criminal conduct. This matter is currently an active case, and the Sheriff’s Office is unable to release additional information regarding the specific searches or other details of the investigation at this time. 

The extensive internal audit has been completed, and regular auditing will continue. The Colleton County Sheriff’s Office remains committed to transparency, accountability, and the responsible use of the Flock technology and will continue to cooperate fully with SLED’s investigation.
