City approves Loop Project Phase 2

The I-95 Business Loop Project Phase 2 has been approved for additional concrete and drainage work requested by SCDOT and funded by the Colleton County Transportation Committee.

Phase 2 of the I-95 Business Loop project is currently under construction. The project extends from I-95 Exit 53 to the intersection of North Jefferies Blvd. and Bells Highway. The project includes the installation of decorative mast arms, sidewalks, landscaped medians, street trees, stamped asphalt crosswalks, lighting, gateway signage, and the milling and resurfacing of the corridor, said City Manager Jeff Molanari. The project is funded through the Capital Project Sales Tax and C-funds appropriated by the Colleton County Transportation Committee. Wildwood Contractors is constructing the streetscape portion of the project and Banks Construction will be doing the milling and resurfacing work. The project should be completed by December 31.

In other business:

• A resolution was approved for the financing terms with South State Bank for the purchase of a 2022 E-One top-mount commercial pumper fire truck.

• A proclamation was presented recognizing the achievements of the Colleton Preparatory Academy Lady Hawks tennis team as the 2022 SCISA 2A state tennis champions. The CPA Lady Hawks won SCISA State Tennis Championships in 1992, 1993, 2009, and 2010. The Lady Hawks clinched the SCISA Region 2/2A Championship and earned a berth in the State Championship Finals. On October 12, the Lady Hawks defeated Lee Academy 10-0 to claim the 2022 SCISA 2A State Tennis Championship at the Palmetto Tennis Center in Sumter.

Members of the CPA Lady Hawks tennis team are Becca Martin, Sidney Bailey, Kaylee Spears, Anne Hatcher White, Mackenzie Pellum, Gracie Bishop, Makayla Odum, and Marie Molinari. The coach of the Lady Hawks tennis team is Ladson Fishburne.

A request was approved from Brice Herdon Draft Horse and Carriage Company to conduct horse-drawn holiday carriage rides on Hampton Street and East Washington Street on December 1-3, and December 10-13.

• A request was approved from In His Name Colleton to use the city parking lot on Saturday, Dec 17, 2022, from 7 a.m.- 3 p.m. for its annual free Christmas dinner. The group has prepared and offered the annual free community Christmas dinner for the last nine years. The meal is prepared outside on a cooker. In the years past, the dinner has been held in other locations such as Forest Hills Elementary, the former Forest Circle Middle School, Nova Church, First Assembly, and Walterboro Church of God. Tents and tables will be set up to serve the community in a drive-through style. Last year In His Name Colleton served 600 meals; this year they are planning 700.

• A request was approved from Merchants on Main for a temporary waiver of the city’s peddler requirements and to allow food trucks for “First Thursday” events on Thursday Nov. 3, and Thursday Dec. 1.

• Councilmember James Broderick was selected as the city’s voting delegate for the National League of Cities.

• Funding recommendations were approved for the Accommodations Tax Advisory Committee:
