December City Council Meeting

Walterboro City Council held its regular meeting on Tuesday, December 2nd. During the meeting, Ms. Bayi Pognon of The Baird Audit Group gave a detailed presentation on the city’s 2024–2025 Comprehensive Financial Annual Report (CAFR). Ms. Pognon indicated that she issued the city a clean opinion, meaning no material deficiencies were found during the FY 2024-2025 audit. The City of Walterboro is in a strong financial position. In June, the city received a Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA) – the 13th consecutive year the City of Walterboro has achieved that designation.

Under old business, City Council gave second and final reading of an ordinance amending the business license ordinance of the City of Walterboro to update the class schedule as required by Act 176 of 2020 and a series ordinance providing for the issue and sale of waterworks and sewer system improvement revenue bonds in the amount of $12 million. Second and final reading was also given of an ordinance to amend the unified development ordinance to provide for changes to multi-family developments.

Under New Business, an ordinance to amend the FY 2025-2026 General Fund budget to add one (1) additional police patrol position. An ordinance to amend the zoning map to change the zoning classification of a parcel of land on Carter Street from single-family residential (SFR) to neighborhood commercial district (NCD) was passed.

Also Under New Business, City Council passed a resolution formally recognizing Finance Director, Amy Risher, for 29 years of distinguished service to the City of Walterboro. A proclamation to designate December 5, 2025, as Arbor Day, acceptance of Jimmy Syfrett’s resignation from the Municipal Planning Commission and consideration of the FY 2026-2027 budget calendar were all passed.
