SUMMERVILLE: Mrs. Jo Ann Bailey McDowell, wife of the late Kenneth McDowell, passed away at her home in Summerville early Tuesday morning, June 17, 2025, under hospice care, at the age of 83. Mrs. McDowell was born in Charleston April 29, 1942 a daughter of the late Charles E. “Son” Bailey, and the late Velma Burbage Bailey. For most of her life she was a devoted “Navy wife” as she supported her husband’s career as a Chief Petty Officer. They were stationed at many bases, and she always cared for their children and took care of their every need. She later worked in the payroll department of Roper Hospital until her retirement. Mrs. McDowell was a true Christian woman, and always placed the needs of others before her own. She was a member of Pleasant Grove Baptist Church, and in her spare time, she loved to travel to the mountains or to the beach, enjoyed camping, and cherished time spent with her grandchildren. She was an avid fan of the Kansas City Chiefs and the Atlanta Braves. Mrs. McDowell is survived by her children Patrick McDowell and Pamela Loe of Summerville, and Paula Floyd (Joseph) of Mint Hill, NC. There are six grandchildren: Amber Walker (Scott), Morgan Lotfy (Alfred), Stephanie and Stephen Spires, and Austin and Manning Floyd. She leaves behind five great-grandchildren: Adalynn Grace Lotfy, Annalise Shay Lotfy, A.J. Lotfy, Hanna Parker, and Lyla Santiago. She was blessed to have a great-great granddaughter, Olive Loggins. Mrs. McDowell is also survived by two sisters, Shirley Carroll and Linda Hadden. In addition to her parents, and her husband of 58 years, she was preceded in death by her daughter-in-law, Rhonda McDowell. The family will receive friends during a time of visitation Thursday afternoon, June 19, 2025 beginning at 12:00 in the sanctuary of Pleasant Grove Baptist Church. Funeral services will be held at 1:00, with burial following in the church cemetery. Parker-Rhoden Funeral Home, 117 Paul Street in Walterboro is in charge of arrangements.
